Yesterday, we spotted a new bit of documentation on the Google Maps Help site: a page detailing the process to add a public event through the Google Maps Android app. The feature is even live right now, though it appears to be unfinished in our tests, and isn't present for everyone.
We aren't entirely sure what determines availability for the new feature, though it could be a combination of Local Guide level and location.
